“办理升档的时候直接打10086就能办理，降档却要等降档专员回电，中间还会接到推销电话，用户要是反应强烈了又能立刻办理降档，这种流程一点都不规范。”近日，用户刘先生向澎湃质量观投诉平台 【下载黑猫投诉客户端】反映称，为了给家里老人办理资费降档，他往返老家两次，耗时2个月，中间还经历了一次“不降反升”，由此他质疑中国移动故意阻止用户资费降档。
除了刘先生外，社交平台上不少用户反映中国移动降档难，有用户称因为错过降档专员的电话，来回登记近一个月都未能办理降档。
对此，中国移动相关工作人员表示，目前降档确实需要由10086客服登记后，再由专员进行回电处理，“我们的客服服务台席是有限的，所以会根据用户的需求进行划分，首次接电话的客服可能没有改套餐的权限，所以要转给相关的专员进行处理。”她表示，如果因此对用户造成困扰，会向公司反映，提升服务效率。
老人办理降档，反被推销99元套餐
据刘先生介绍，家里老人最初使用的是中国移动的79元套餐，“我们考虑到老人不经常使用手机，也不会上网，不需要流量费，就想给老人换成没有流量的低资费套餐。”
今年5月，刘先生通过老人的手机给中国移动10086拨打了电话，对接人工客服后表示想给套餐降档，换成纯通话的套餐。“当时客服说她办理不了，4个小时内会有降档专员来回电办理。”刘先生说，在此期间他没有一直守在老人身边，中间有中国移动的客服专员给老人打来电话，称推荐一个更为优惠的套餐，并指引老人发送短信办理，“当时老人不会发短信，就没有办理成功”。
让刘先生气愤的是，随后对方通过短信的方式给老人发来了套餐的详情，并电话告诉老人，只需要回复数字1就能直接办理。刘先生说，由于老人分辨能力有限，以为自己办理的是更优惠的套餐，仅仅一下午的时间，老人的资费就被升级为99元每月的套餐。
6月23日，得知该情况后，刘先生再次拨打10086为老人办理资费降档，同样被告知，需要先由10086的客服进行登记，再由降档专员回电才能办理成功。“这个降档专员的回电只能接听，不能回拨，如果接不到就联系不上了。”
刘先生说，自己等待了3个多小时，等来了一个10085的电话。“专员上来就给我推销更贵的套餐，我说我是想降档的，然后对方很冷漠的说‘我是推销专员，不是降档专员’，说不能办理降档，让我等降档专员的电话，说最快4小时，最慢24小时。”
刘先生告诉澎湃新闻，由于担心自己不在家，还会出现上次“资费不降反升”的情况，因此多次致电10086催促，最终一名10086的客服下发了一条确认短信，只需要回复数字“1”，就成功办理了降档。
“也就是说，10086的客服人员从一开始就有权限、有方法为用户简单快速的办理套餐降档，但之前联系的时候又是让等降档专员的电话，又是让推销专员打电话推销新的套餐，通过各种方式来恶意阻止用户降档。”刘先生称。
此外，刘先生还指出，如果办理更高资费的套餐，用户在手机App上即可办理，或者拨打10086直接办理，但办理资费降档却不能在App上办理，打电话办理还层层受阻，严重耽误了消费者的办理时间成本。
中国移动：降档较为复杂，需要专人办理
澎湃新闻记者注意到，社交平台上已有不少用户反映中国移动资费降档难，有用户称因为错过降档专员的电话，来回登记近一个月都未能办理降档。
7月4日，澎湃新闻记者以消费者的身份致电中国移动10086，表示想要将59元的套餐降档，客服称需要进行登记，在48小时内等待专员回电进行降档。而资费升档可以直接办理，或者自行通过中国移动App办理。
对于记者质疑升档和降档被区别对待，相关人员称，自2024年5月1日起，10086客服没有权限为用户办理资费降档，用户也不能在中国移动App上进行办理，只能通过专员回电来处理。
在记者表示不理解并强烈要求降档后，客服又称可以向值班班长申请，直接下发短信办理降档。
为什么10086客服明明有降档权限，却要求用户等待回电？对此，7月6日，澎湃新闻记者致电中国移动相关工作人员。对方表示，公司不会差异化对待客户，也不存在涉卡涉限的情况，如果用户有需求降档，一定会为用户进行处理。
上述人员同时表示，资费降档确实需要由10086客服登记后，再由专员进行回电处理，“我们的客服服务台席是有限的，所以会根据用户的需求进行划分，首次接电话的客服可能没有改套餐的权限，所以要转给相关的专员进行处理。”
对于为何不能直接由10086客服进行处理？该工作人员称，由于套餐降档涉及的权益比较复杂，需要由专员查询用户的权益、使用情况，并且与用户说明后再进行办理，“我们需要重新帮用户梳理一下原本套餐中所包含的权益，比如有的用户套餐里赠送了宽带，但用户可能不记得了，如果直接更换套餐，免费宽带可能就没有了，那么这样算下来客户可能资费更高，所以我们需要先告知具体权益，再帮客户更改他需求的套餐。”她表示，如果因此对用户造成了困扰，会向公司反映以提升服务效率。
针对上述刘先生给老人办理资费降档期间，专员推荐了更高的套餐导致“不降反升”的问题，该工作人员查询后表示，是因为专员查询了老人往期的消费记录，发现存在超额十几元的问题，认为此前的套餐无法满足使用需求，因此推荐了新的套餐，“专员推荐套餐也是在用户同意下办理的”。
对于降档和升档区别对待是否合理？澎湃新闻记者看到，按照工业和信息化部发布的《关于进一步规范电信资费营销行为的通知》，其中明确规定，电信业务经营者应充分尊重用户自主选择权。在本企业同一本地网营业区（或业务区）内，电信业务经营者应保证具有同等交易条件的同类用户对资费方案具有同等的选择权利。除双方合同另有约定外，不得以任何形式强制或限制用户选择或更改任一在售的资费方案。
