山西网警曾通报过一起电信诈骗案例，运营商内部工作人员为了利益，竟为电信网络诈骗提供帮助，侵犯公民个人信息！
山西朔州警方破获的这起电信诈骗案件中，苏某某通过金钱诱惑，指使魏某某、何某某等人在山西省朔州市各县、大同市各县，联系拉拢电信运营商工作人员。
在和运营商工作人员建立联系后，他们开始通过“下乡送服务”、“免费赠送生活用品”等手段，隐瞒真相，欺骗群众办理电话卡。由于整个活动以电信运营商为名义，许多村民都放松了警惕，这导致很多年龄偏大的村民，在不知情的情况下办了电话卡，并将手机卡留在了现场。
随后，苏某某就将这些生成好的电话卡回收，插入“猫池”当中。“猫池”作为一种新型网络通信硬件设备，上面可以同时插入8至64张手机SIM卡，从而可以同步发出大量含有钓鱼网站链接的诈骗短信，又或者形成验证码接收平台，将验证码售卖给不法分子牟利。
苏某某利用这些电话卡拨打电话、注册微信、视频会议室账号、各类软件等实施诈骗活动。
经查，苏某某在全国多地实施诈骗13起，受害者被骗金额总计1182518.17元人民币。
另外，警方还在苏某某的窝点发现并扣押相关设备24台、”加密狗“5个、电话手机卡303张、电脑5台，经司法电子鉴定，插入”猫池“设备手机卡高达5767张。
在苏某某交待出为其”供卡“的多名犯罪嫌疑人后，警方分别在上海、朔州、大同等地同时开展收网行动，案件共抓捕犯罪嫌疑人12名，其中协助办卡的运营商工作人员有8名，均是业务经理级别人员。
通信揭秘注意到，利用”猫池“来实施网络诈骗的事件一直层出不穷，全国多个地方的警方都曾打击过”猫池“诈骗窝点。例如，合肥警方在推进净网专项行动过程中，就成功打掉一个为境外提供网络犯罪服务的特大黑色产业链团伙，抓获涉案人员13名，查获”猫池“发射器16台，缴获专门用于发射信息使用的物联卡56万多张。
